Small Area Fair Market Rents (SAFMRs) are FMRs computed for postal code. Small Area FMRs are needed to be used to set Section 8 Housing Choice Voucher payment requirements in areas designated by HUD (offered here). Other Housing Agencies operating in non-designated cities or non-metropolitan counties may opt-in to the use of Small Area FMRs. Furthermore, Small Area FMRs may be utilized as the basis for setting Exception Payment Standards - PHAs may set exception payment requirements as much as 110 percent of the Small Area FMR. PHAs administering Public Housing systems may utilize Small Area FMRs as an option to metropolitan area-wide FMRs when computing Flat Rents.
